How to play Region Locked Games

Published September XX, 2026 by radicalhiway

For the beautiful 2 years that the Dreamcast was supported (and a few after), a library of X licensed games were released. However, if you're a Yank like me, that number seems far off from the library size your used to, the reason being in NTSC only 248 games were released.

Much like other consoles of its time, the Dreamcast was region locked, unable to play games that did were not the same region code as the console (NTSC for the Americas, PAL for Europe, Africa, and Oceania, and JPN for Japan). The vast majority of the Dreamcast's catalogue were stuck in JPN such as Guilty Gear X, Frame Gride, L.O.L, and Cool Cool Toon, games that were never ported over to the rest of the world. There are also a fair chunk of PAL exclusives, such as Headhunter, Evil Twin, and Planet Ring.

Thankfully, have been Bootloader softwares such as Utopia that allow you to enter the bootloader cd, turn on the console, and then replace the disc with a region locked game, bypassing the lock and launching it!

To play region locked games, you'll need 2 things:
- A computer with a disc drive
- Blank CD-Rs (preferably 700mb ones from Sony or Verbatim)

Step 1: Download the Bootloader .cdi
